Clonburris Strategic Development Zone draft Planning Scheme Update

REPLY:

The Clonburris Strategic Development Zone (SDZ) draft Planning Scheme (draft Scheme) is currently at Materrial Alterations stage.

From the 20 of April to 20 of May 2018, theproposed Material Alterations to the draft Scheme and Environmental Determinations were on public display. Public engagement was carried out during this time, with both statutory and non-statutory elements which included the following:

On 22 March and 9 April 2018, two briefings were held for the Elected Members, in the Council Chamber, on the proposed Material Alterations.

A total of 270 submissions were received via the SDCC Communications Portal and by post.

On Tuesday 15 May, the Chief Executive’s Report on the submissions will be issued to the Elected Members via Membersnet. The Chief Executive’s Report will include a summary of the issues raised in the submissions, the Chief Executive’s Response and Recommendations.

On Thursday 17 of May, the Elected Members will be briefed on the proposed Material Alterations.

On Wednesday 13 June the Meeting Agenda will be released via CMAS.

On Tuesday 19 June the Elected Members will meet to consider the Report and motions.

On Tuesday 19 June a second meeting has been scheduled for the Elected Members will meet to consider the Report and motions, if required.

The Elected Members have the option of deciding by resolution to:

i) Make the draft Scheme with no material alterations;

ii) Make the draft Scheme subject to material alterations; or 

iii) Not make the draft Planning Scheme.

With 4 weeks of the resolution of the Elected Members, any person(s) who made a submission or observation to the Draft Scheme or Material Alterations to the draft Scheme, can appeal this decision to An Bord Pleanála.

An Bord Pleanála may, following the consideration of an appeal:

i)  approve the making of the Scheme, with modifications;

ii) approve the making of the Scheme, without modifications; or

iii) refuse to approve the making of the Scheme.

An Bord Pleanála statutory objective is to decide or dispose of appeals within 18 weeks. However, where An Bord Pleanála does not consider it possible or appropriate to reach a decision within 18 weeks (e.g. because of delays arising from the holding of an oral hearing), it shall inform all parties of the reasons for this and shall state when it intends to make the decision as soon as practicable thereafter.
