QUESTION: Councillor F. Timmons

"That the Chief Excecutive issues report/statement on what is going to happen next with the RIC  Barracks. SDCC did issue a notice to the owner Martin Philips 10th October 2017. Also has SDCC officials inspected the interior yet?"

REPLY:

A Section 11 notice was served on the owner of the property in October 2017 under the provisions of the Derelict Sites Act 1990.

On inspection on 4th December 2017, the premises were found to be safe, secure and not derelict.  Accordingly that file is currently closed. 

The Architectural Conservation Officer has reported that the barracks is not considered to be in immediate danger as it is secure, and there are no signs of significant damage etc.    It has further been advised that in order for a Section 59 Endangerment Notice to be served, full access to the property to ascertain the full extent of damage (if any) to the structure would be required. 

Planning Enforcement has tried to serve a Warning Letter and unfortunately this has proved difficult.  In the warning letter to the owner, SDCC requested that access be provided. To gain access to a property permission must be provided by the owner and in such absence there is no further progress to report.
