MOTION NO. 5

MOTION: Councillor M. Corr

"That the manager further to the recent petition from residents of the Russell Square development examine the complaints made regarding a pointless grass verge on Russell Drive with a view to providing in its place adequate parking spaces for residents, in addition to this will he examine and address the problems associated with grass verges on residents doorsteps in the entire estate which are the cause of much nuisance to residents vis-a-vis dirt and mud being dragged into their new homes"

REPORT:

The petition referred to in the motion has not been received in the Housing Construction Department.

The parking arrangements throughout the Russell Square development vary depending on the location but the design approach has provided sufficient car parking in the development for both residents and visitors. The arrangements are generally based and there are no assigned parking spaces per housing unit. Russell Drive is one of the main entrances to the development. In accordance with best traffic management practice the car parking design does not provide for off street parking spaces at this location. A wdie grass margin is provided at this location. The difficulties at this location are being caused by vehicles being driven / parked on this grass margin. Its replacement by car parking spaces cannot be recommended on traffic safety grounds. It should be noted that the layout of off street parking is designed in a consisent manner to many similar developments and provides a perfectly acceptable design solution allowing that there is always an onus on residents to manage the grass verges in any development in the interests of good estate management.
