MOTION NO. 12
MOTION: Councillor D. Richardson
"To ask the Chief Executive to report on current process for appeals for time on housing list. When dealing with people that are on the housing list there is always a dispute with time on list. Can you tell me about when a dispute arises what is procedure to fix dispute?"
REPORT:
"For applicants on the Council's social housing waiting list who disput their time on list/date of application there is an appeals process in place. Applicants should submit an appeal in writing outlining reasons as to why their date of application should change. On receipt of appeal the applicant's file is thoroughly investigated, this includes any previous applications and also the Choice Based Letting system, which records all accesses to the website.
Please note should an application be cancelled or on hold a message on the CBL website will refer the applicant to the Allocations Section. The CBL website which has been in operation since October 2011 also informs applicants if a Social Housing Assessment is underway i.e. applicants to contact the Council to update applications.
The Council's Customer Care system is searched for applicant's contact with the Council and the Membersnet is searched for any Public Representations, regarding their housing application for the period under investigation.
Should it be found that the application had been cancelled in error the original date of application will be reinstated. Applications may also be backdated in extenuating circumstances e.g. illness where appropriate documentation has been submitted to support same. However, the majority of appeals received are based on change of address and applicant failing to update their file accordingly.
The applicant is notified of the Council's decision in writing.
Please note where an applicant finds their file has been cancelled they should immediately re-apply they can submit an appeal at this time, it has been noted that some applicants wait some time to submit an appeal which is unsuccessful and then apply which affects time on list."
