MOTION: Councillor C. Keane

"That this Council recommends that the apartments in Palmer Park be upgraded - this is an opportune time with the development of Ballyboden Village imminent."

REPORT

Pearse Brothers Park , which was constructed in 1957 consists of 19 tenanted units - 18 maisonettes and 1 house. Palmer Park was built in 1968 and contains 12 tenanted units - 4 maisonettes and 8 houses. Both of these estates are in need of significant upgrading works and are included in the planned extension of the Remedial Works Scheme.

Palmer Park and Pearse Brothers Park are included under the current Accelerated Gas Fired Central Heating Programme and installations in both estates have now been completed.

Palmer Park has also been included under the Electrical Upgrade Programme designed to ensure that all council dwellings achieve a common electrical standard. This programme is due for completion during 2006. Pearse Brothers Park was electrically upgraded approximately 15 years ago, and is not included in the current programme. An external Painting Programme was completed at Pearse Brothers Park in 2004.

The Council’s Architectural Services Department have recommended that these estates be included in a refurbishment programme in the next two to three years, and a feasibility study and cost estimate will be undertaken in 2006.

In addition to the foregoing upgrading works which are planned for these estates to bring them up to the common quality standard of other Council tenanted properties, the Council has an objective to implement an estate-wide plan for the area as an integral element of its 2004-2008 Housing Action Plan. Any redevelopment in this area will be advanced in conjunction with the Local Area Plan.
