"This Area Committee calls upon South Dublin County Council to amend the current parking bye laws to allow a person who having paid for a parking ticket and that ticket having expired, to pay the amount due, at the prevailing rate for parking in a designated zone, where that person has returned to their vehicle within 10 minutes of expiry of their ticket."
REPORT:
As the members are aware, there is a 30 minute free parking allowance in the Lucan Village Area, increased and formalised from a 10 minute grace on the 7th April 2014. The tariff is €1 per hour after that, from 08.00 to 18.00 Monday to Friday with no restriction to the length of time parked. Pay and Display Parking was introduced following lengthy debate and discussion in the chamber and the adoption of bye-laws with the objective of facilitating businesses in the village to increase footfall and reduce congestion. This outcome has been achieved. The proposal to amend the current parking bye-laws to allow a person pay for additional time in excess of the 30 minutes free, within 10 minutes of expiry of their ticket, would not be workable and would cause confusion to the operation and enforcement of the parking system to both customers and Traffic Wardens. It is recommended that a minimal fee be paid at the outset to extend the 30 minutes free.
There is a clear understanding of the current parking arrangements and there is also an appeals process if a person feels aggrieved that they were issued a ticket incorrectly. If a person feels they will not get back to their vehicle, there is also a Parking Tag system where they can extend the time by an App or by going online to do so.
