MOTION NO.2

MOTION: Councillor P. Gogarty

Mayors Business

That the Chief Executive report on the commitment given to rollout public EV charge points at suitable SDCC locations throughout the County, to update on the purchase of electric vehicles for suitable Council sections, as well as the installation of solar PV and backup storage arrays in the County, outlining a workable timeframe for same, with specific reference to delivery points in 2018; and if a statement can be made on the matter.

REPORT:

There are currently 4 public charging points installed by the ESB, 2 in Rathcoole and 2 in Walkinstown. In addition there are charging points in private car parks and in shopping centres across the County.

As part of the Mayors Initiative the Council will increase the number of EV charging points in the County on Council sites accessible to the public in 2018. Sites under review for first phase are County Hall Tallaght, Swimming pool sites at Tallaght, Clondalkin and new pool to be constructed at Griffeen Park Lucan as well as car-parks at Tymon and Corkagh Park. There is a large disparity in the design and capacity of EV charging stations with no agreed standard solution to format or cost-collection. A small task team has been formed between Architects and Engineering Departments in conjunction with ESB Innovation to optimise design and deliverability decisions in the first quarter of 2018 A tender for the purchase of 5 no. Electric vans is currently live on etenders. Closing date is the 24th Jan next. EV charging points for Council fleet vehicles will be included in the ongoing depot rationalisation review.

Solar PV panels and battery storage are not included the EV Charging programme for now. Solar PV panels are in position on County Hall (50Kws) and were installed late 2017 at Fettercairn and Knockmitten community centres where they were linked to led lighting and Heat-pumps. Battery-storage linked to Solar PV will be examined as part of ongoing research programme between SDCC and Micro-electricity Generation Association under their Memorandum of Understanding.
