MOTION NO. 6

MOTION: Councillor G. O'Connell

"That this Committee requests a report on the process involved in installing gates (as already requested by the residents and reflected in a Part 8) on a Pilot basis at the Eastern end of the Laneway between Kennelsfort Road and the Coppice as discussed many times in this chamber so that the feasibility of gating all laneways in Palmerstown can be examined to control both dumping and anti-social behaviour."

This and related matters were discussed in previous Lucan ACM's under items 54435 (June 2017), 51091 (October 2016) and 48826 (March 2016).

Our search for a Part VIII bore no success and we request further details on the part viii referred to in your Motion.

The process for installing lockable gates starts with the residents who back directly onto the section of laneway that is proposed to be locked reaching agreement amongst themselves that they wish to install the gates. Implicit in such a written request to the Council is a request to have the public Right of Way extinguished on the section of laneway. There is no cost for an extinguishment application and the members determine the application.

All costs associated with the erection and maintenance of gates, insurance, cleaning etc are borne by the residents. They also pay the cost of the revoval of public infrastructure such as public lighting.

There are ongoing similar applications in the Dublin City area and further details on these developments are included in the summary on the attached document. The most similar to this is the example from Clontarf.
