MOTION NO. 4
MOTION: Councillor P. Gogarty
"That the Chief Executive provides a full report on the current status of the Outer Ring Road/Woodies cycleway and interchange improvement scheme including clarifying that the submissions made by approximately 200 residents opposing the abolition of the right hand turn from the bridge at Woodies to the N4 will be heeded now and in the future; and also to outline what correspondence has been received from the NTA in relation to any future plans for the area that would enhance pedestrian safety, cycle safety and traffic flow, while at the same time taking on board public submissions regarding same."
REPORT:
At the September ACM, a S38 report was presented with a recommendation that a pilot scheme be implemented in respect of the N4/ City Centre Scheme. It was agreed that no works would commence before the Councillors were presented with a drawing of temporary measures proposed and a Headed Item would be brought to the October Lucan ACM.
At the October Lucan ACM, an item to further discuss Phase 2 of the N4 to City Centre Cycle and Pedestrian Improvements Scheme was deferred on the basis that a drawing of the proposed pilot scheme had been prepared as undertaken at the Sept ACM and had been sent to the NTA for approval and their response was awaited. The Council continued to engage with the NTA to further discuss the pilot and to outline the concerns expressed at the meeting in particular concerns about the perceived traffic impact of the right turn ban.
As the Bus Connects project will address the broader provision of bus and cycle provision in the Lucan sub region in any case, the Council and the NTA have decided not to proceed with the cycle way scheme.
No correspondence has been received from the NTA on future plans for the Lucan Area since.
