QUESTION: Councillor D. Looney

To ask the Chief Executive for a report on all energy projects underway under the aegis of the Council, including housing retrofitting, district heating, micro hydroelectric and wind generation, community centre and other public building works, etc; and to make a statement on the matter. 

REPLY:

A monthly detailed review is presented to the Corporate Policy Group and is available online for Elected Members. The District heating pilot project is carried out under Inter-Reg NEW funding in a multi-city programme titled Heatnet. The project is a year into its work which is due for completion in 2020. Building fabric and energy upgrades to Council stock are an ongoing programme. Tender no. 19 is now on site with 122 dwellings in Foxdene21 in Dunawley, 18 in Sarsfield Park, 25 in Old Tower Crescent and 14 sundry units. Tender 20 (37 units in Foxdene), tender 21 (37 separate units in Foxdene) and tender 22 (50 further units in Foxdene and sundries) are all in tender process. Better Energy Communities projects installing heat pumps in Fettercairn and PV solar and LED lighting in Fettercairn community centres are now completed. The hydroelectric study could not identify commercially viable schemes in current energy market but this may alter if feed-in tariffs are reintroduced and will be kept under review. There are no plans for wind-turbines by South Dublin County Council. Energy-performance contract strategy review will commence in early 2018 particularly in relation to Tallaght/Clondalkin swimming-pools. At the more strategic level, energy masterplan was prepared for Clonburris SDZ and draft energy-masterplan is under review Grange Castle Business Park
