QUESTION: Councillor B. Leech
Can the criteria be given as to how Council Properties are allocated to tenants. Is there an involvement by the Estate Management to vouch for new tenants.
REPLY:
All properties are allocated in accordance with the Council's Allocations Scheme. Applicants, other than those on priority lists, will be considered on ‘time on list’ basis. The Council may also set aside a proportion of the dwellings available for the priority applicants and transfers.
Applicants will be investigated, by way of Garda check, in accordance with the Housing (Miscellaneous Provisions Act) 1997 and applicants involved in anti-social behaviour will have their applications for inclusion on the housing list deferred for a period of one year. Applicants engaging in anti-social Anti-Social Behaviour will not be considered for inclusion on the housing list for a period of two years in accordance with the Anti-Social Behaviour Strategy. These periods will be subject to a rolling review process.
The Garda checks on individuals seeking housing are requested by the Estate Management Section and Estate Management Officers liaise with Allocations staff in relation to any Anti-Social history associated with the applicants.
Where Estate Management Committees exist, we do liaise with them to obtain any relevant information but the decision to allocate or not remains with the Council.
