''Can the Chief Executive provide a report for discussion outlining solutions to the increase in anti-social behaviour leading up to Halloween and the storing of bonfire material in the lane at Lindisfarne Lawns and the green space adjacent in Melrose. Can the Chief Executive look into the viability of infill housing in this area?''

REPORT:

Laneways are generally unsupervised areas and consequently local youths/residents often dump in them without being seen.  To prevent such unsupervised dumping laneways are generally gated and access granted to those who adjoin it.  This works in some cases but if not then with the agreement of all involved the incorporation of the laneways into the garden areas of adjacent dwelling is considered. 

In this instance we cleaned the laneway twice and also erected fencing on the top of wall to increase its height in a bid to prevent dumping.  However the fencing pulled down.  Generally speaking bonfire material is normally removed by the Council pre Halloween when it is safe to do so. 

The Architects Department have been requested to carry out a review of the area to ascertain if it is viable for infill housing development.
