MOTION: Councillor B. Bonner
"This committee agrees that an overall plan to address anti social behaviour such as dumping, use of scramblers and other joy riding be put in place in tandem with the planning process for the rapid build houses in St Cuthbert's park and that the building of these houses should not commence until this long requested plan is formulated and commenced."
REPORT:
The council is particularly cognisant of the many issues pertaining to St. Cuthbert’s Park and is currently planning to establish a high level steering group.
The group will comprise of a number stakeholders from within South Dublin County Council and it is anticipated that it will also include representatives from An Garda Siochana and the South West Community Forum, with an objective of developing a strategic plan to address the short, medium and long term issues in St. Cuthbert’s Park.
In addition, in relation to the specific issue of scramblers, South Dublin County Council, in association with An Garda Síochána and Motorcycling Ireland, has launched an awareness campaign about the correct use of quads bikes and scramblers. Full details are available on our website www.sdcc.ie
The Part V111 Public Planning Process is a statutory public consultation process that is required of a Local Authority when it proposes to carry out certain types of works such as the provision of housing, roads or other infrastructure.
This procedure requires that notice of the proposed development be given in the public press and that a site notice be erected. Public notice was published on the 22nd of November 2016 which has opened the public consultation period up until the 20th of January 2017 for receipt of observations and submissions on this proposed development.
If any submissions or observations are received, a report is presented to the members of the Council. Arising from consideration of the representations, the report sets out whether or not it is proposed to proceed as originally planned or to proceed with a modified proposal. Accordingly, representations / observations /submissions made in respect of the proposed development at St Cuthbert's will be taken into consideration when determining whether or when to progress the rapid build houses.
