MOTION: Councillor B. Bonner
"This committee requests that a cctv camera be installed at St John's Road / Commons Road to assist the Litter Warden who has been doing excellent work in trying to address the issue of very large scale dumping at this location.
And also that boulders be installed at this location to prevent vehicles from reversing up this cul de sac and covertly dumping."
REPORT:
To date in 2016, The Enforcement and Licensing Section have received three (3) complaints for the St. John's Road/Commons Road area in relation to illegal dumping. Where evidence is found, the appropriate enforcement action is taken under the Litter Pollution Act 1997, as amended. However, increasingly, it is found that no personal information relating to polluters is contained within the dumped material, with personal information having been removed or shredded. Unfortunately no evidence was found in two (2) of these complaints and we are awaiting a witness report in relation to the third complaint.
The Council's Litter Management Plan has committed to the deployment of innovative and emerging technology, including CCTV and Programmable Audio Messaging Devices to tackle the problem of illegal dumping and fly tipping. In managing this service, the Council is mindful of resources available, and requests for the installation of such technologies are assessed on a case by case basis, having regard to certain criteria, including site suitability and the repetitive nature of illegal dumping and fly tipping.
Where there is an ongoing problem of illegal dumping in any area, local residents are urged to support the Council in taking the appropriate enforcement action by making reports to the Litter Warden Service for investigation and by providing evidence, including testimony, where possible. Additionally, residents are encouraged through the medium of the Council's Social Credits Scheme to seek rewards for community based initiatives, such as community clean ups.
The installation of boulders on the road to prevent access to the cul de sac is not considered to be appropriate at this location. Methods to restrict access will be discussed with the Roads Section to see if a suitable alternative can be used.
