HEADED ITEM NO. 20

Area Based Transport Assessment.

"The area bounded by the M50 to the east, Killininny Road to the North, the river Dodder to the west and the extent of the Ballycullen LAP lands to the south is considered in this report.

Public Transport

The area is reasonably well served by Dublin Bus. Details of all timetables can be provided if required. There are no plans to provide a light rail system.

Cycle and Walking facilities

All planning applications are required to provide appropriate cycling and pedestrian facilities and link into local networks.

Roads

The area of this study has a vast roads network. The nature of the roads network and physical constraints that exist such as existing housing, the Dublin Mountains and the M50 Motorway mean that the only additional significant road that can be provided in the area is a new road to the west linking the LAP lands across the river Dodder to Kiltipper Road. This road was removed from the CDP 2016-2022 by the members. There is ample capacity within the existing roads network to support the level of existing usage and anticipated usage when the LAP area is fully developed. We anticipate that there will be queueing but such queueing will dissipate rapidly outside rush hour periods.

Solutions:

Improved connectivity from selected housing estates to additional roads in the area.

Continuous review to traffic light timings to maximise through put for the benefit of all.

Selected road works to add road capacity such as additional lanes, sharing with bus lanes, removal of car parking and improvements to wider roads network

Modal shift from Car to Bus, Foot or Bicycle.

Buy in from schools and parent groups on walking, school start times, traffic exclusion zones within 500m of schools etc.

Flexibility from employers and employees in terms of work or social activity start times to avoid periods of congestion."
