MOTION: Councillor E. O'Brien
"That this Area Committee, noting the increased frustration of many residents of estates in the Lucan/Palmerstown area with unwelcome cars parked in such estates, gives due consideration to introducing annual permits to such estates and extending the parking scheme in Lucan & Palmerstown into these estates in an effort to alleviate the inconvenience felt by those residents."
REPORT:
The Parking Section has received very few complaints or communications from residents of the Lucan/Palmerstown Area, regarding the issue of parking in their estates by non-residents. In recent times the only estates from which there has been any communication in relation to parking is Brookvale and Sarsfield. It should be noted that if you bring in a permit system means the introduction of pay and display as you cannot stop people parking in a public area. The Council would be open to extending the Parking Scheme but first clarification would be required of the specific estates so that an investigation could commence as follows:
1 Investigate the current position with parking in the specific estates and assess the suitability of a formal Parking scheme (permits & pay and display) in the area.
2 Discuss the current parking situation with residents/residents associations in the estates.
3 If an extension of the Parking Scheme is deemed necessary and the area(s) concerned are suitable the council would be required to follow the statutory process for extending the Parking scheme which would include extending the SDCC's Parking Control Bye Laws.
