MOTION: Councillor C. King, Councillor L. Dunne
That this Committee calls on the Chief Executive to examine the possibility and feasibility of opening back up the the entrance into Rathcoole Park from Spingbank Estate, Saggart while taking into account the petition to open it back up that has been signed by the majority of resident in the Estate.
REPORT:
A run of security fencing was erected in 2014 at the location in question following complaints from some local residents that the area was being used to access Rathcoole Park and that it posed a serious hazard in this regard as it involves crossing a river/stream which is both deep and fast flowing for much of the year following periods of rainfall. The Council's Public Realm Section does not propose removing the fence at this time as to do so would leave this potential hazard exposed once again.
The location will be examined to determine what works are required to establish a safe means of access to the park at this point. While the petitions submitted appear to have have been signed by the majority of Springbank residents, it appears to be the case that none of the residents in close proximity to the crossing point and who would be most affected by it's re-opening have signed those petitions.
