MOTION: Councillor L. O'Toole

"That this council asks the Chief Executive to investigate the possibility of installing CCTV on the Newcastle road to monitor the HGV restriction. To date HGV’s continue to use the Newcastle road during the restricted times and in many cases the volume of HGV’s at school time is increased and adds to the gridlock on the Newcastle road."

REPORT: 

"These allow the TMC operators to observe traffic flows, detect changes in patterns which may require alterations and evaluate signal operation. Traffic Incidents which are observed are reported to Emergency Services, AA Roadwatch and other agencies as needed

The cameras are not intended for nor are they suitable for any enforcement functions.

Cameras are not generally recorded due to privacy issues, data protection issues and data management issues. 

CCTV cannot differentiate between lawful and un-lawful HGV vehicles. In addition the TMC operators have many duties to perform especially at peak hours which would preclude them from concentrating on a particular issue to the exclusion of others.

Cameras are intended solely to observe general patterns of traffic movement. No significant change in HGV traffic on the Newcastle Road is evident from observations to date."
