MOTION NO. 13
MOTION: Councillor P. Gogarty
"That the Chief Executive reports on the process leading up to the proposal to provide the housing association units beside Moy Glas; to outline what its role is, if any, in the process; to outline what community consultation has taken or will take place, similar to previous such proposals; to outline how need is assessed and how elected members will be able to input into issues regarding maintenance, antisocial behaviour, allocation of places; and if he will make a statement on the matter."
REPORT:
14 housing units in Moy Glas have been purchased by an Approved Housing Body from the developer. They have funded the development with independent finance. They have agreed to make the units available to the Council for Social Housing through the payment and availabity scheme.
Under this scheme the Council is entitled to nominate 100 of all tenants to the development. All nominations are made in accordance with the Council's Adopted Allocation Scheme and in recent times, adherence to Ministerial Directives arising from current homeless crisis. The Allocaiton scheme is based on time on the list and generally vacancies will be published on CBL website. In the initial nomination process it is intended to nominate 2 medical, 2 homeless, 2 priority transfers and 8 from the top of the housing list. Nominations will go to the Approved Housing Body who will interview and offer tenancies to the applicants.
All necessary Garda and estate management clearances are sought prior to any allocation of properties. South Dublin County Council continue to consider representations made by Council Members on all housing issues, however, we must comply with policy and procedures as we are subject to ongoing review through such bodies as the Office of the Ombudsman and legal representations of applicants/tenants.
The question of management, maintenance and Anti-Social Behaviour is a matter for the Approved Housing Body who are the owners of the property
