QUESTION: Councillor G. O'Connell

"To ask the Chief Executive responsible for a report on the litter control programme across the Lucan/Palmerstown EA?"

REPLY:

The Litter Pollution Act 1997, as amended, was introduced to provide for the prevention and control of litter pollution and the prevention of the defacement of certain places.  This statute provides for the functions and duties of local authorities and their exercise of powers to require the taking of measures regarding litter.  

The Council has a team of four (4) Litter Wardens who investigate all incidences of littering and illegal dumping, reported by the Elected Members, the general public and incidences found while on patrol.

Enforcement action is taken where evidence is found and/or a witness is prepared to provide evidence.

Removal of the dumped material is carried out by the Public Realm crews who strive to maintain the County in a non-littered state.

The Litter Management Plan (LMP) 2015-2019 contains a number of actions (c 50) designed to reduce littering and illegal dumping across the following: 

A quarterly report on implementation of the LMP will be presented to all Area Committees, with the first quarterly report due to be presented in March 2016.
