MOTION: Councillor B. Ferron
That this Committee asks the Chief Executive if the Bottle Bank located on the Avonbeg Road can be moved to a more suitable location in the area. At present due to the location a large amount of materials other than bottles are being dumped at the location and this material is then being blown all over the road and grass area.
REPORT:
This issue has been examined on a number of occasions over recent years following similar requests from elected members to re-locate the glass recycling containers at Avonbeg Road. The site makes a very valuable contribution to the provision of recycling services in the area and therefore the Council is reluctant to close this site unless a suitable alternative site in the general area can be provided. The search for such an alternative site has been unsuccessful in the past.
This Council's Community Recycling Strategy is currently being reviewed by the Environment, Public Realm and Climate Change SPC. A draft updated strategy document was presented to the SPC at the meeting of November 3rd with the intention of returning to finalise the document at the February 2016 meeting. The most significant change proposed in the updated strategy is a change to the requirement to site bring banks a minimum of 50 metres from the nearest housing. If this change is accepted it will open up the possibility of sites which currently are not considered to be suitable (as they do not meet the current siting criteria). It is therefore proposed that a search for an alternative bring bank site in the area concerned commence again after the conclusion of the review of the recycling strategy, and if an alternative site can be provided then the Avonbeg Road site will be removed. In the meantime the Public Realm section will arrange for more frequent cleaning to take place at the Avonbeg site.
