QUESTION NO. 4

QUESTION: Councillor C. O'Connor

"To ask the Chief Executive if he would confirm plans for public lighting upgrades in the Tallaght area and in reporting will he also specifically respond to the request made in that regard at the recent deputations meeting with St Marks Residents Association, Springfield, Tallaght?"

REPLY:

The contract for the PL Upgrades to LED will primarily consist of addressing the ageing PL system residing on the ESBN Overhead Network. The contract has not yet commenced. On commencement, all area committees will receive an update on the programme.

Regarding the recent deputation from St. Mark's Resident's Association, I emailed the association following a review of their concerns about lighting on the open spaces as agreed. The content of my report to them was as follows:

In response to your request to have the public lighting upgraded in the vicinity of the open spaces:

• At our meeting with you, we discussed the fact that there are no lighting columns on the open spaces.
• You mentioned that the existing lighting currently installed to light the public roads was creating a spill on to the open spaces.
• We discussed the possibility of upgrades and I pointed out that, under council policy, any upgrade would require the replacement of existing low pressure sodium lighting with low energy LED fittings.
• I agreed to review the situation with Public Realm.

The outcome of this review is as follows:

• If Public Realm wish to install additional lighting on the open spaces, then the request will have to originate with them as they are responsible for these open spaces.
• In the absence of a request such as this, I feel that if we were to upgrade the existing PL to LED, you would find that the spill being generated by the existing lighting would be reduced. This is the nature of these low energy LED fittings. The light only goes where it’s supposed to go i.e. the road and accompanying footpath.
• In conclusion, an upgrade in the existing lighting would only reduce any spill onto the open spaces.
