Review of Strategy for the provision of local community based Recycling Facilities in South Dublin County
REPORT:
Purpose of the review:
Since the formulation of the strategy for the provision of Community based recycling facilities in South Dublin County Council in September 2006, significant changes have taken place in Waste Management policy and legislation at both the national and European Union Levels. South Dublin County Council is now one of 12 counties which form the new Eastern Midlands Waste Region for which a new regional waste management plan has been recently adopted covering the period 2015 to 2021. The latest policy statement (Waste – A Resource Opportunity) was published by the DECLG in July 2012 and this needs to be reflected in the Council’s recycling strategy, as do the changes brought in by recent legislation such as the Waste Framework Directive Regulations 2011. In addition to this the County Development Plan 2010- 2016 was adopted since the drafting of the 2006 strategy and this also needs to be reflected in the recycling strategy.
Hence the purpose of this review is to update the recycling strategy to reflect the changes which have taken place since 2006 in the areas of waste management policy and legislation, waste management planning and the county development plan.
