Proposed car park at Rathcoole Park

REPLY:

It was agreed at the May 2015 Clondalkin ACM and further to Motion 5 that the Public Realm Section would consult with the Roads Traffic section on investigating the options available to deal with the request for a car park to facilitate the users of Rathcoole Park.

Having investigated the options available for the provision of a car parking area it became obvious that there was only one suitable location in which to site the facility and that there were two access routes to the site that could be considered. The site is to the rear of the two houses situated on the corner of Fitzmaurice Road and Mill Road and that back onto Rathcoole Park. The two available access options and the constraints with both are:

  Option description Constraints
1 Access through the Council Depot access road from Mill Road
  • This is a narrow road and there is heavy machinery using it at intermittent periods which would present dangers for public usage of it.
  • There is an issue with Depot security being compromised with an increase in traffic flow.
  • The Exit point would have to be onto Fitzmaurice Road since it would be impossible to avoid conflict with Council vehicles.
2 Access directly from Fitzmaurice Road (R120) to the site There are sight line issues - but these could be resolved by positioning the entry and exit points close together at the optimum sight line position particularly for traffic coming from the adjacent roundabout. The entry and exit points would have to be Left in and Left Out only.

Option 1 has been discounted previously and for the reasons outlined above. It has therefore not been considered further.

Option 2 –having the entry and exit points from and to Fitzmaurice Road – is considered to be the best option to be considered. This option will require detailed design since there are conflict issues that will have to be resolved with the adjoining Avoca entry and exit points. Both options are shown on the slide presentation.

If the Committee is in agreement the Council will undertake a full engineering and costing investigation on Option 2 with the purpose of securing funding for the project in the future. The proposal would have to be subject to a Part 8 Public Consultation procedure.
