MOTION NO.14

MOTION: Councillor B. Ferron

That this Committee calls on the Chief Executive to carry out lighting improvement works to the Charlie O'Toole bridge and general vicinity. Many older people from the area who use the bridge and have contacted me saying that they are fearful of crossing after dark due to the poor lighting which currently exists in the environs.

REPORT:

Public Lighting Section carried out a survey of the area and explored the following installation options: 

1)      Installation of lighting on the underside of the bridge deck cage.

While this option would address the requirement most effectively, it would not be possible do undertake this type of works due to the risk of vandalism.

Given the nature of the design of the bridge, installation and maintenance would not be possible.

2)      Installation of lighting on the N81 carriageway.

This option was not viable because:

 3)      Installation of lighting on the southern side of the bridge and surrounding environs.

This option allows for the upgrade of the existing PL lantern at the bottom of the southern steps and consists of :

The installation of 2no. flood lights on 12m column to service the southern walkway ramp and the first half of the bridge deck.

The installation of 6no. LED light fittings on 6m columns to service the walkway adjacent to the river linking the bottom of the bridge to the junction of N81 – Old Bawn Rd.

The addition of this walkway lighting will also help toaddress any anti-social behaviour issue that may be in the area.

The existing lighting on the northern side of the bridge desk is sufficient to service that portion of the walkway.  

Public Lighting has started the detailed design to confirm that the installation as outlined in option 3 above conforms to the required installation standards.

The project is  estimated to cost approx. €35,000.
