MOTION: Councillor B. Bonner

That the Chief Executive provide an update on the Newlands Cross interchange works. Has the work been completed to the satisfaction of the council and have the landscaping works been completed? Residents in the Newlands estate are very unhappy with the tree planting and finish that has been left on the road behind their houses.

Residents also feel that contractors were in breach of the conditions outlined to govern the works on an ongoing basis in a number of ways. Who in the council can assist these residents and ensure that residents of our county are properly represented in this regard?  

REPORT:

The Newlands Cross Upgrade was completed and taken over by the National Roads Authority (now the TII) on 30th June 2015. Minor outstanding works and snags are ongoing and these will be complete by end Nov 2015. A maintenance period for landscaping will be in place for 3 years commencing on 30 June during which period matters such as weed control, stone raking, tree maintenance etc will take place. Any outstanding planting will also take place during this period.

In January 2015, RPS Consulting Engineers, at the request of the NRA undertook a review of planning compliance on the scheme following a formal complaint that there had been a number of infringements to commitments made in the EIS and Final schedule of Commitments. RPS concluded that that the Commitments were complied with.

The Council is satisfied that the Newlands Cross Upgrade Scheme has been delivered in compliance with An Bord Pleanala’s conditions and the commitments given in the EIS and Final Schedule of Commitments.
