QUESTION: Councillor P. Gogarty
"To ask the Chief Executive to outline the process whereby citizens can apply for accomodation under the ASH scheme;whether there is an application form that can be downloaded (as there are no links on the website); whether there is a register of available properties by geographic area; and if he will make a statement on the matter.
REPLY:
The ASH or Applicant Sourced Housing Scheme is available to persons in need of social housing who are included on the Council’s Housing List. Traditionally, the list was reviewed periodically and a number of applicants were selected based on priority on the list and written to advising them of the scheme. There is no application form as such but applicants who have received a letter from the Council in relation to the Scheme are invited to contact the Housing Procurement/Leasing Section to discuss the details of the scheme. An up to date assessment of the applicant's housing need may need to be carried out and applicants are then advised to seek a property suitable to their needs in the private sector. The Council will lease the property on their behalf provided the owner/landlord is willing to participate in the scheme.
With the introduction of the HAP (Housing Assistance Payment) Scheme in the South Dublin County area in 2014 which is a similar type scheme, the Council no longer actively invites application from applicants on the Council’s Housing List in respect of the ASH scheme.
However, the Council continues to receive enquiries from persons who have previously received letters and these applications continue to be processed where applicants are still eligible for the scheme. In the event of a housing applicant who has not received a letter in respect of the ASH Scheme being accommodated in private rented accommodation and where the Landlord wishes to participate in the Council’s leasing scheme, the matter may be considered on a case by case basis.
