MOTION: Councillor G. O'Connell

"To ask the Chief Executive what options are available to this Council to compel the owner of (Info supplies) the residential property in Palmerstown Village to prevent sewerage and household waste flowing into neighbouring gardens and property and what action can be taken on what is a health hazard?"

REPORT:

The matter was referred to the Environmental Health Officers for investigation.

The EHO called to the neighbouring property on 15/5/15 to witness whether a statutory public health nuisance was in existence.

This neighbouring property is a cottage with a long narrow garden divided into two parts, with a lane between the two properties. The EHO established that the grey water from the kitchen sink in (address supplied) was seeping under the hedge into this neighbouring property. It comes into neighbouring property around the midpoint of the second portion of the garden, ie some distance from the actual dwelling.

The EHO contacted the landlord by phone later that day, and he gave a commitment to fix the loose pipe which was allowing grey water to enter the neighbouring property.

While the water is coming from the sink in the kitchen, and such waste water should be going into the foul water system, it is not foul and there is no sewage involved.   It is not currently a public health nuisance and the EHO office can / will deal with any public health nuisances should it arise.
