"To ask the Chief Executive to state if any contact has been made with the Planning Department by the Developers of the Apartment Block on Cookstown Road, Tallaght, Dublin 24 confirming full compliance with all Planning conditions."

Permission was granted on 02-Sep-2004 (Ref: SD04A/0373) for “Construction of two 4 storey over basement car parking blocks containing 40 apartments, a proposed public house and related ground car parking and boundary fencing on the lands immediately North of Fortunestown Shopping Centre with frontage on to the Cookstown Road and the proposed realigned Cookstown Road in Tallaght, Dublin 24. Included in the works is the construction of the realigned Cookstown Road and the upgrade of the existing local access road”.

On the 9th October 2014 compliance submissions were received by the Planning Authority relating to conditions 5, 7, 14 and 17.

The submission on condition 5 has been partly approved, i.e. Public lighting acceptable, all other matters not satisfactory. Submissions on the remaining conditions are still under consideration and no decision has been issued yet. Details of conditions 5, 7, 14 and 17 are as follows:

Condition 5

The road structure shall consist of the following

40mm HRA (30%) with precoated chips,

60mm dense base coarse macadam,

100mm dense road base macadam,

160-520mm clause 804 hardcore depending on the CBR of the subgrade.

Public lighting scheme shall be designed and constructed to Public Lighting standards of the Planning Authority.

 

Prior to the commencement of development the applicant shall submit and obtain written agreement from the Planning Authority regarding

(i) the design and construction of the old Cookstown Road upgrade, and

(ii) a bus shelter, to replace the existing bus stop at a location to be agreed.

Two road gullies shall be provided on the shopping centre side of Cookstown Road between its junction with Maplewood   Road and the entrance of the apartments.

The parking layout for the apartments shall be reduced from 69 No. parks to 50 No. parks.

The car parking spaces shown on Drawing No.00 140 101 as 'future carspaces by others' shall be provided in conjunction with this proposal and would provide complementary parking for local centre uses on the zoned area.

REASON: In the interest of amenity and public safety.

Condition 7

Open Space

Prior to the commencement of any development on the site the developer shall submit for the written agreement of the Planning Authority, revised plans and details showing proposed landscaping for the site, including a child's play equipment area to the relevant EU directive standards; and the boundary treatment.

REASON: In the interest of residential and visual amenity.

Condition 14

Prior to the commencement of development details of bin storage and clothes drying facilities shall be lodged and agreed in writing with the Planning Authority.

REASON: In order to ensure that the site is adequately serviced and in the interests of orderly development.

Condition 17

Prior to commencement of development the developer shall submit and agree in writing with the Planning Authority detailed proposals for compliance with the Council's Housing Strategy prepared in accordance with Part V of the Planning and Development Act 2000 as referred to in Section 2.2.7(ii) and as set out in 'Appendix F' of the South Dublin County Development Plan 1998.

REASON: To promote social integration and having regard to the policy/objectives of the Council's Housing Strategy as contained in the South Dublin County Development Plan 1998.
