MOTION NO.3

MOTION: Councillor P. Gogarty

That this Council sets as an objective a programme of self-sufficiency in energy generation, to match its planned improvements in energy efficiency by identifying sites for the production of renewable wind energy for Council use and in particular to emulate and improve upon efforts made by Tipperary County Council (http://tea.ie/projects/tipperary-county-council-solar-pv-2014/) in developing photovoltaic technologies on its buildings and as a result reducing its energy consumption by 171,000 kWh annually, or 11% across all installed buildings, for a co-grant funded investment of €326,850, with an estimated payback of just seven years.

REPORT:

South Dublin County Council is a signatory of the Covenant of Mayors, a group of municipalities committed to meet and exceed EU 2020 targets for Carbon Reduction; in our case this will be a reduction of 30% by 2020. Under the Covenant, South Dublin Council produced a Sustainable Energy Action Plan for the County as a whole. In conjunction with City of Dublin Energy Management Agency, a number of wide-ranging energy measures and programmes are being rolled out. To date these have centred on energy measurement to establish baseline information and energy efficiency measures including energy upgrade works to Council housing stock and civic buildings. South Dublin Council is preparing a draft Horizon 20-20 Project centring on the Tallaght Smart Cluster and to involve a number of renewable technologies including a number of photo-voltaic solar arrays at County Hall  . The Council has bid for for the 2015 Better Energy Community grant programme from SEAI which will also include renewable energy technologies and an expansion of the Smart-Cluster if approved.
