QUESTION: Councillor F.N. Duffy

"To ask the Chief Executive does the Council know the status of the housing units in Stocking Well, (those if any under council remit), becoming available for private purchase?"

REPLY:

In accordance with planning permissions SD04A/0393, Pl 06S. 212191 and SD 05A / 1013, there is a Part V agreement in place in respect of the acquisition of 120 units at this location – 80 affordable and 40 social. The 40 social are procured as well as 60 of the affordable.  The balance of 20 units are not yet constructed.

Of the 60 affordable, 21 units are unsold affordable and as such are rented to social housing tenants and managed by a voluntary body.

Condition No. 29 of the tenancy agreement for Lettings of Leased Affordable Homes provided that " the dwelling which is subject of this agreement shall be available for purchase by him at its 2010 valuation under the most appropriate Sales / Tenant Purchase / Incremental Purchase Scheme then existing at any time up to and including the fifth anniversary of the execution of the tenancy agreement or at a lesser price depending on the purchaser's discounts that may be available under the scheme under which it may be sold."

However as the last tenant purchase scheme i.e the 1995 Scheme closed in June 2014  the Council has no legal basis for selling housing units until a new scheme is brought in.
