N81 - RE-ALIGHMENT

QUESTION: Councillor K. Warren

"To ask the Manager to set out precisely when the re-alignment of the N81 will take place, to confirm that funding for this project has already been granted, to confirm that detailed drawings and a full acquisition of lands on both sides on the N81 is completed, therefore allowing the project to proceed, and if he will make a statement on the matter?"

REPLY:

The N81 is a National Secondary Route and does not attract NRA funding to the same extent as  National primary routes.  Funding was provided by the NRA to bring the scheme to preliminary design stage in 2002 and a draft EIS and CPO was  prepared . As part of the the Development Plan the land required has been preserved , however no land acquisition has been completed.  The statutory procedures(i.e. publication of EIS and CPO together with an oral hearing) has not been completed to allow for funding for construction to be put in place.  It is not part of the current expenditure programme of the NRA and the scheme is in abeyance pending such funding. At this time it would take a minimum of 12 months to bring these procedures to a conclusion with a further period to arrange for construction to commence.

While the improvement of the N81 is included in Transport 21 no formal commitment to funding has been received from the National Roads Authority in relation to the funding of this scheme.
