QUESTION: Councillor W. Lavelle

To ask the Chief Executive for details of the number of follow-up inspections or reviews carried-out, since 2010, of recent school developments with a view to assessing compliance with planning permission conditions requiring the implementation of measures set-out in a Mobility Management Plan; and to assessing the effectiveness of the Mobility Management Plan approach; and to further ask if there are any plans to carry out such follow-up inspections or reviews during 2015?

REPLY:

The Transportation and Planning Section spends a considerable amount of time reviewing mobility and traffic issues surrounding all schools in the County.  The Planning Section, in conjunction with the NTA, have undertaken an overall mobility management review of mobility to the Green schools cluster in the Rathfarnham Area.  This report has highlighted a number of worthwhile improvement works in the surrounding area (e.g. additional crossings etc) and also involved considerable consultation with Pupils.  A report on the project is currently being fianlised and will be presented during the summer.

In addition the issue of school traffic and mobility managment around schools is being considered in detail under the Lucan Access Study.

Numerous on-going contact is maintanied with School Principals, Boards of Management and Parents and Residents Asscoiations throughout the County.  Immediately after opening of either a new school or a significant expansion of an existing school, Traffic Section monitors the effectiveness of the measures put in place.  Any specific instances of non compliance with proposed measures highlighted to the Traffic or Planning Section are followed up, usually by contacting the School Principal concerned.   In most cases this is sufficient to rectify the non-complinace.  However should the matter remain unresolved then the Council will resort to the Planning Enforcement Process.
