QUESTION: Councillor P. Foley

To ask the chief executive for an estimate of the annual costs should the council change its policy and take responsibility for graffiti removal on private walls facing out onto public space. Often residents have neither the necessary equipment, expertise or money to remove this graffiti and the council would be far better equipped to deal with this.

REPLY:

When a complaint is received about graffiti, the location concerned is inspected by the Litter Warden for the area to determine if the graffiti is on public or private property. 

Protocols are in place for referring the complaint for attention if the graffiti is on public property. 

In accordance with the Litter Pollution Act, 1997 , the owner of the property is responsible for the removal of graffiti where it is on private property. 

In the interest of improving the aesthetics of the county, and as part of the development of the new Litter Management Plan, further consideration will be given as to how problems with graffiti on private property may be addressed depending on the strategic location of the property.
