MOTION NO. 3

MOTION: Councillor T. Gilligan

That the Chief Executive offers either half or more of the financial support to Tidy Towns regarding the development of the Camac river outside the Council offices. This is the main project for Tidy Towns this year. The cost will be in the field of €10 - €15k

REPORT:

The total budget allocated for the Tidy Towns Programme for 2015 for the entire County is €60K.

It is proposed that all Tidy Towns Groups in the County will be invited to apply for an Initial Seed Grant ranging for €500 to €1,500 and then additional grant aid for further Annual Tidy Towns Programme. It would be premature at this stage to determine individual grants to individual Groups pending examination of all requests received and their impact in the context of the approach to the competition and other projects that may be planned in the various villages of the County.

Members should note that the Initial Seed Grant will have the objective of allowing the group to get up and runnng again in the coming year while the Annual Tidy Towns Programme Grant will have the objective to assist the group to meet some of the costs associated with completing actions / works identified by the groups arising from the outcome of last years judging; their preparation for the current years competition and the objectives that they have set in the context of their multi annual plan to improve their position in the National Tidy Towns Awards.

It should be noted that there may also be other more appropriate sources of funding for Tidy Towns Groups to consider such as the Community Initiative Fund. While the proposed criteria for this fund are still being considered by the Social and Community Strategic Policy Committee it may be that the project depending on the exact detail may be one that could be funded through this Initiative. When the Strategic Policy Committee have completed their work on the scheme, it will come before the Council for approval before a significant promotion of the Initiative will take place.
