MOTION: Councillor A-M. Dermody
"That the Chief Executive present to this meeting how Rathfarnham Village will benefit from the €7m Village Initiative programme as announced on the 16th of February 2015."
REPORT:
Village surveys and a SWOT analysis of 9 villages have identified a number of key areas requiring attention in order to build in the villages existing strengths. These include the need for improved landscaping, prioritisation of open spaces, great legibility and ease of access.
Part 8 Consultations on the Rathfarnham project commenced on 23rd January 2015. The works shown primarily relate to paving / kerbing, new tree planting, public spaces and adjustment of roads and parking, public lighting i.e. – public realm works. These are divided into two new public plazas – one adjoining Rathfarnham Castle and the other opposite the Credit Union adjoining the old graveyard. Plans for a plaza to the southern end of the village at Butterfield Avenue are in consultation with local businesses and will advance to Part 8 Consultation if agreement can be reached.
Other projects will have a longer timetable such as cycle / pedestrian links including Dodder Bridge, and networks offering travel choice and linking communities to their village centres. Building quality will be supported and upgraded through the Shopfront Programme, now in its second year. Grant-aid is also available to community groups for local events and festivals, as well as direct and to support Tidy Towns Committees. Decluttering of bollards, unused poles and unwanted signage was already taken place in 2014. Ongoing replacement of bollards, street furniture will continue through 2015. Maintenance works on footpaths at Butterfield Avenue and the Bypass are already completed (including cutting of obstructive tree roots).
This is a broad initiative with over €7.0 million of funding approved by the Members. It will not be done in a blinding flash but as you can see from above will take time, patience and will need community and business support. Actions will be incremental and gradual and carried out with respect for heritage and the value of place.
