H-I(1)  MINUTES

The minutes of the Housing and Social Development Strategic Policy Committee Meeting held on 24th February,2014 were proposed by Councillor C. King seconded by Councillor M. Duff and confirmed and approved as a true record and signed.

H-I(2)  HOUSING OVERVIEW

Mr. B. Coman welcomed all the Members and staff and for the purpose of informing the new Members , he provided an overview of the Housing Department and the respective roles of the two Senior Executive Officers, Yvonne Dervan and Hugh Hogan.

He also gave an outline as to the membership of the Strategic Policy Committees.

Community Groups –      Residents Associations, Football Clubs Etc.

Social Inclusion           - Womens Groups, Traveller Development Integration.

Environment -               Conservations Groups

The nomination from these groups has to be ratified by the Council at its Meeting on 8th December, 2014.

Councillor C. King suggested it would be a good idea to broaden the membership by getting someone from one of the Homeless groups , Focus, Simon or Peter McVerry trust.

Councillor E. O Broin suggested we get an nomination from Approved Housing Bodies.

1st July, 2015 - which will be going for resolution to the Council in March or April.  

Councillor L. Dunne asked how many tenants are in arrears at the moment and said it was going to be difficult for tenants to pay an increase when they are already in arrears.     B. Coman responded.

Concern was expressed by Members at the proposal to include unpaid water charged in rents of Local Authority tenants .   B. Coman reported this matter was subject of a Motion to the December Meeting of the Council, if and where the Motion was passed, the position of the Elected Members would be notified to Minister Alan Kelly.

Social Housing Need and HAP Advise on scheme, operation and progress Promote social integration through managed tenure mix - Update on progress of scheme as operated. Energy Programmes Consider Energy Programmes and how best SDCC can benefit from schemes Full consideration of the availability of various energy programmes for housing units and facilities and impact on tenants, owners and users
Homelessness Advise on issues arising and progress on Regional Plan Update on Homelessness in the Region, consideration of new initiatives and implementation of actions as identified in Homeless Regional Strategy.
Rents Scheme Advise on proposed new national differential Rent Scheme to be effective from 1st July 2015. Consideration of the incremental introduction of proposed new differential rent scheme and phasing to 2017.    
ASB/ JPC/LPF Anti Social Behaviour trends and actions - work of JPC and LPFs Promote safer communities by working in partnership with communities and other housing organisations - Consideration of measures to deal with ASB

Councillor C. King mentioned Sub Committees about which there was debate.

It was agreed that an informal Meeting may take place with the new Membership at the end of January.

The report was NOTED.
