MOTION: Councillor F. Warfield
"That the Chief Executive recognise the lack of visual appeal and financial cost of erecting dog fouling signage in our parks, where often no existing posts or signage exist, this Area Committee calls on South Dublin County Council to trial the use of stencils for spray painted, on-pavement dog fouling signage."
REPORT:
Section 22 of The Litter Pollution Act 1997 recognises dog related offences, and states that it is an offence for the person in charge of a dog not to immediately remove dog faeces and to ensure that it is properly disposed of in a suitable sanitary manner.
The Council recognises the problem of dog fouling across the county and has erected over 300 new dog fouling signs (since these were launched in a Joint Dublin Local Authority Campaign in Summer 2014) at locations where requests for signage has been requested directly, and where the locations are proven to be suitable for erection of signs and have a need.
Stencils can be provided at the entrance to parks (where most of the fouling takes place) subject to suitability of the surface, as the surface affects the durability of the stencils.
It is also proposed to initiate a new Anti-Dog Fouling campaign in tandem with the development of the new Litter Management Plan.
