MOTION: Councillor J. Lahart
"That the Council outlines whether a three-hour maximum-stay parking arrangement can be entered into on a portion of Rosemount Car Park in Ballyroan, leaving a 30-40 space parking portion for free all-day parking - and to present a report to Councillors on whether this is feasible, desirable, practicable and enforceable - and also to outline what the impact of such an arrangement might be on local roads/residents."
REPORT:
In previous surveys of Rosemount Car Park it was observed that approximately 40 spaces were occupied by vehicles parked in excess of 3 hours. These vehicles tended to park at the church end of the car park more so than the shop end. The proposal would in effect rearrange a limited number of vehicles within the car park but not directly improve the overall turnover of space. The enforcement of a 3 hour restriction on any section of the car park would require two visits to observe and record all vehicle registrations in order to issue penalties notices to relevant vehicles.
In practical terms the effort required for a fair level of enforcement will be onerous as any reduction from frequent patrolling will be perceived as catching unsuspecting motorists.
To introduce regulated parking in car parks Bye Laws are required as set out in Section 101 of Road Traffic Act, 1961.
Long term parking is considered to be made up of two groups, a) employees and b) park and ride for the bus service stopping at the car park. The traders have proposals for the management of their staff parking needs. The restriction of the entire car park to short term parking will provide effective additional spaces but displace vehicles out of the car park. Surrounding roads will be most at risk.
It is not recommended that a limited restriction be applied to a portion of the car park only.
