QUESTION: Councillor J. Lahart

"To ask the Chief Executive that at last September's Area Committee meeting I requested that the new litter bylaws be piloted in a local centre and village within the county - Maire Ni Dhomhnaill agreed that Orlagh Grove shops and Rathfarnham Village would be used for this pilot in terms of implementing the by laws- I would welcome an update on progress as local residents and Tidy Town people are interested in seeing how it is progressing?"

REPLY:

The South Dublin County Council Bye-Laws for the Prevention and Control of Litter, 2013 are in force since October 2013 and apply to the County at large.

Part 3 of the Bye Laws places general obligations on the occupiers of premises and Section 16 of The Litter Pollution Act 1997, as amended gives powers to the Council to require the taking of special measures regarding litter by certain operations.

The Council's Litter Warden Service partol the county as a whole and and do not specifically target any one area. Fines and notices as appropriate are issued pursuant to the Litter Pollution Act 1997, as amended.

The Litter Management Plan 2011-2014 is currently being reviewed and it is expected that a new Litter Managemet Plan will be in place in October 2015, following which it is expected to review and amend the Litter Bye Laws.
