QUESTION NO. 9

QUESTION: Councillor P. Donovan

"To ask the Chief Executive to undertake an illegal dumping check of Whitechurch Road and College Road Rathfarnham.  Residents have noticed a considerable increase in the number of full black bags apparently dumped along this road from the Tuning Fork right up to Kilmashogue Roundabout.  Please advise the best way for our residents to report incidents - should photos be included for example.   Please also publish details of our Litter Management Plan to include plans/solutions to reduce/eliminate illegal dumping?"

REPLY:

In 2014, the Council's Litter Warden Service received and investigated ten (10) complaints in relation to illegal dumping on Whitechurch Road and College Road, with no fines being issued under the Litter Pollution Act 1997, as amended (the Act). To date in 2015, three (3) complaints have been received and investigated by the Litter Warden Service.

Unfortunately no enforcement action could be taken for any of these complaints. Increasingly, it is found that no personal information relating to the polluter is contained within the dumped material with personal information having been removed or shredded.

When making reports of illegal dumping to the Litter Warden Service, the following information should be provided to allow the Liiter Warden investigate the matter:

The provisions of the Litter Management Plan 2011 - 2014 remain in place until a new replacement plan is developed and approved. A Draft Review of the LMP 2011 - 2014, as well as the proposed structure of the new Litter Management Plan was presented and considered to the Environment SPC on 3rd February 2015. It is anticipated that a new plan will be brought to the Council for approval in October 2015 following a full public consultation period.
