MEETING OF SOUTH DUBLIN COUNTY COUNCIL

Monday, February 09, 2015

HEADED ITEM NO. 11

HEADED ITEM: C. Services Department

VARIATION IN COUNCILLOR MEMBERSHIP OF DUBLIN & DUN LAOGHAIRE EDUCATION & TRAINING BOARD

REPLY:

At the July 2014 meeting of the Council, Members appointed Councillor Liona O’Toole, Councillor Mick Duff, Councillor Anne-Marie Dermody and Councillor Louise Dunne to the Dublin and Dún Laoghaire ETB.

At the December 2014 meeting of the Council a report was presented to the Members regarding the requirement under Section 7 of SI 271 of 2014 to have a gender balance of two female and two male councillors from South Dublin County Council on the Board. The Members expressed their dissatisfaction with the Department’s requirement of a gender balance as they stated that South Dublin County Council is quite content with the current membership and requesting flexibility in this matter. Members also requested that the regulations governing the composition of Local Authority membership be amended.

Following discussions, the Department have confirmed that their position in respect of the format for the gender balance as specified in regulation 271 of 2014 remains unchanged.

As South Dublin County Council have not nominated representatives to the Board of Dublin & Dun Laoghaire Educational Training Board (DDLETB) in accordance with Section 7 of SI 271 of 2014, the Department have stated that the matter should now be regularised as soon as possible.

Until this matter is resolved, any decision made by the current Board of Dublin & Dun Laoghaire Educational Training Board is open to legal challenge.

The Members are now asked to nominate representatives to the Board of Dublin & Dun Laoghaire ETB in accordance with the regulations i.e. four members of which two to be male and two to be female.
