Draft Litter Management Plan 2011-2014 Review - New Litter Management Plan 2015-2019
REPORT
South Dublin County Council adopted its first Litter Management Plan (LMP) in 2008. The Plan was made in accordance with the Litter Pollution Act 1997 (as amended).
In accordance with Section 10 of the Litter Pollution Act (as amended) the Council is required to review the Litter Management Plan at least once in each period of 3 years after the plan is first implemented and, if the local authority deems it necessary after the review, shall amend or replace the plan.
The last review took place in June 2011 and the current plan covers the period 2011 - 2014.
A draft review of the existing Litter Management Plan with the aim of informing the development a new Litter Management Plan for the period 2015-2019 has taken place and is circulated herewith.
The new plan, proposing to cover the period 2015 – 2019 ( to coincide with the life of the current Council), will be reviewed after a three year period in line with the requirements of the provisions of S.10 of the Litter Pollution Act 1997 (as amended).
The procedure for making, amending or replacing a litter management plan is contained in Section 12 of the Litter Management Plan and includes for a public consultation period.
It is intended that a pre-draft LMP 2015-2019 plan will be brought to the next Environment SPC meeting in May 2015 for consideration and agreement as a new draft plan, to be followed by a 6 weeks Public Consultation period, during which time submissions will be invited and considered in the final drafting of the new plan.
As the making of the LMP is a reserved function of the Council, the draft LMP 2015-2019 will be brought back to the September SPC for recommendation to the October 2015 Council Meeting. It is envisaged that the Litter Management Plan 2015-2019 will be approved at that meeting.
