MOTION NO.4

MOTION: Councillor C. King

That this Committee calls on the Chief Executive Officer to report once again on progress on addressing the serious issue of anti social behaviour particularly illegal dumping on the green space at Kiltalown Path, Rd & Park as previously discussed here. This report to include the previously requested cost analysis of installing CCTV versus the ongoing clean-up costs. This Committee further calls on the Chief Executive Officer to arrange for the immediate clean-up and re-planting of this green space to enable the children of the area to utilise the small soccer pitch that was installed recently at my request and can the manager report on what success or otherwise has been had identifying the perpetrators of the illegal dumping". 

REPORT:

The estimated cost of CCTV for this area is c.€10,000.  The ongoing cleaning costs for 2014 were c.€15,000.

Public realm maintenance / cleaning of the area will be undertaken next week.

Once again it should be noted that in general the Council’ s continuation to cleanup sites is not acting as a deterrent to the problem.

Where it is not possible from interrogation of dumped matter to ascertain the source of the pollution, it will not be possible to bring conviction and therefore we continue to encourage residents to support the Council in efforts to identify the culprits where / if known and to provide the necessary information to us to assist in getting more cases of illegal dumping into court.

The goal posts promised are now in place. However the ground will not be playable until it is repaired (following the burning of domestic waste etc). The repairs will be done as soon as ground conditions permit, hopefully at the end of February or early March.

Under Section 10 of the Litter Pollution Act, 1997, each local authority is required to adopt a Litter Management Plan (LMP) and a review of delivery / non delivery of the objectives of the 2011 -2014 LMP is currently underway and a draft review report will be presented to the Environment SPC next week.

Notwithstanding the statutory obligation to review the current LMP, there are a number of reasons for review of the plan including:

This review will inform the setting of new objectives for the 2015-2017 Litter Management Plan and on how we approach the issue of litter over the next three years. This approach may include but is not exhaustive:

We we are also suggesting options which may assist including encouraging the residents to provide detail on offender (if known) and also to consider working with the Community Department to establish a local Tidy Town’ s group.
