QUESTION: Councillor M. Genockey

To ask the Chief Executive to provide information on how people will be chosen to take part in the HAP Scheme? Also can housing applicants, new and existing, ask to be considered for the scheme?

REPLY:

South Dublin County Council have started the distribution of HAP applications to housing applicants who are not already in receipt of rent supplement since Monday 17th November 2014. This approach was agreed in light of the challenges being faced from the shortage of properties available in the Dublin rental market. We are only considering at this stage existing housing applicants who are not currently in receipt of Rent Supplement.

As agreed with the Department of Social Protection (DSP), we will move to expanding the scheme to other applicants during 2015, having agreed procedures and protocol with DSP to faciliate the movement from Rent Supplement to HAP. To date, there has been 21 HAP applications distributed however we are still awaiting the submission of a completed HAP application.
