MOTION: Councillor M. Devine

That this Committee request extra resources/personnel be deployed, as a norm, every Halloween to protect communities and their environment.

REPORT:

The Council's response at Halloween is provided for the most part by the Public Realm Section of the Environment, Water and Climate Change Department.  This response commences in early October at which time every effort is made to collect materials which are being stored and are intended for use on bonfires.  The post Halloween clean up commences once the bonfires are out and this phase normally continues to the end of November.  All available resources are deployed to both the preventative collections of bonfire materials prior to Halloween, and to the clean up of bonfire sites post Halloween. The Council's staff in general are not prepared to work any later than normal finishing time on Halloween itself due to the obvious dangers that arise later in the day.
