QUESTION: Councillor L. Dunne
"To ask the Chief Executive would it possible to install CCTV camera's in Brookview, considering the number of illegal dumping black spots, if this could be even done temporary for the purpose of deterring individuals from dumping?"
REPLY:
All reports of illegal dumping received from the Elected Members, general public and Litter Warden are recorded and used to identify dumping black spots.
The Council's Enforcement and Licensing Section has two rapid deployment CCTV cameras available to it for the monitoring of illegal dumping throughout South Dublin County Council's administrative area.
When requests for use of these cameras are received the areas are assessed for suitability for deployment of one of the cameras. This is done with a view to locating the cameras in areas that are most likely to yield results from an enforcement perspective. Suitable sites where these cameras can be used are limited due to geographical location, lack of source of electricity and risk of vandalism.
Since January 2014, the Council has received 20 complaints in relation to illegal dumping and littering in the Brook View area. The Litter Warden service investigated all complaints and interrogated all dumped material for evidence. Unfortunately, as no evidence was found, it was not possible to take enforcement action in any of these cases.
While there had been a practice to rotate the cameras on a three monthly basis, it is now considered more effective to rotate the cameras as required and the Council will request the contratcor to examine the suitability of Brookview for redeployment of camera.
Where there is an on going problem of illegal dumping and littering in any area, local residents are urged and encouraged to support the Council in taking the appropriate enforcement action, by making reports to the Litter Warden for investigation and by providing evidence where possible.
