QUESTION: Councillor C. O'Connor

To ask the Chief Executive to report to the Council on his plans to spend the cash windfall of approx 4.5 million euros which the Echo newspaper reported on its front page 16/10/2014 and in that regard would he also confirm that the proposals will  include a new stand at Tallaght Stadium?

REPLY:

The 2014 budget has been monitored closely over the course of the year in order to adhere to agreed targets, anticipate and explain variances and to take corrective actions if appropriate. The mid year review projected a positive out-turn for 2014 arising from increased incomes and reduced costs as follows:

In October Dublin City Council notified South Dublin about an increased net expenditure requirement of €900,000 for the Homeless Service (provided on a regional agency basis by the Dublin City Council managed Homeless Agency) and €177,400 for the Fire Service.  The Non Principal Private Residence Charge continued to perform above budgetary projections and delivered a further €562,000 (i.e. €2,762,000 in total for 2014)  to offset the revised expenditure projections. 

The revised budget therefore includes proposals (as recommended by the Corporate Policy Group) for a suite of capital and operational projects at a cost of €3.4M which could be advanced from the additional funds and savings.  These include:

The provision of two sports pavilions at Oldbawn and Griffeen at a cost of €600,000 was also included in the initial draft programme of works discussed by the Corporate Policy Group but it was not possible to accommodate the expenditure on these facilities in 2014 following the additional costs from the Homeless Agency and the Fire Service.  These pavilions have instead been included for funding from the 2015 Revenue Budget and  they will be included in the 2015/2017 Capital Programme once a source of funds has been agreed.
