QUESTION NO. 16

QUESTION: Councillor D. O'Donovan

"To ask the Chief Executive when residents of Castlefield can expect to have the vital flood relief measures in place?"

REPLY:

The Drainage Section of the Council has examined the flooding problem in the Castlefield area and after reviewing various options it has concluded that a duplication of the existing culvert is the preferred solution to alleviate flooding in the area.

The proposed solution is estimated to cost in the region of €1.6million. As resources from within the Council are limited and the Council has sought partial funding from the OPW and the Department of the Environment, Community and Local Government.

A meeting with Ministers Hogan and Hayes amongst others was held in Leinster House on the 26th February 2014 and the Council stated it would put up one third of the funding if this was matched with one third from the OPW and one third from the Department.

The OPW indicated that they would fund one third of the scheme but there has been no response from the Department which can only be interpreted as a negative response. This means the Council will have to find over €1 million to fund this scheme.

It is proposed to include a financial provision in the 2015 capital budget, every effort will be made to expedite the scheme and it is planned to procure an engineering consultant this year so that detailed surveys can commence as soon as possible to enable the detailed design and contract documents to be completed which will then enable a construction contract to be entered into.

Unless there is a significant change to the scheme presented to the Flood Committee it is not proposed to engage in further public consultation in order to expedite the scheme.
