MOTION NO. 13

MOTION: Councillor G. O'Connell

"That this Committee requests that adjustments be made to Kennelsfort Road so that (a) both the 26 and 18 Buses can safely use the Bus stop at the (Palmerstown Cemetery) Woodfarm Acres 26 Terminus, at present the 18 Bus cannot safely enter this area if a 26 Bus is in situ and it has taken to dropping off passengers at the floral display which is unsafe for alighting passengers and unfair to passengers who wish to join the 18 Bus at this point (b) that traffic travelling West from Upper Kennelsfort Road can “slip” without entering the junction. The policy decision to provide for an Uturn for traffic coming from the West on the R148 is creating a very serious safety hazard and the proposed slip road left out from Kennelsfort Road Upper will eliminate or greatly reduce the risks (c) that the exit from the hard surface/Palmerstown Ave Laneway be moved from the current position East of the pedestrian crossing to the top end of this space, the current situation is both a traffic hazard and impractical ((d) that the pedestrian crossing linking the Covert and the Palmerstown Ave be suitable lined so that traffic will be prohibited from stopping on it when the lights at the R1q48 turn Red, the present situation is untenable for parents with a buggy or persons in a wheelchair."

REPORT: 

(A) The use of the bus terminus by Dublin Bus is an operational matter for Dublin Bus who have been advised of the issue outlined.

(B) An Garda Síochána have not reported U-turning traffic on the Palmerston Bypass at Kennelsfort Road as a significant source of collisions in recent years. Also the provision of a slip lane would not add to the capacity of the junction as its length could not exceed that of the existing left lane due to the location of the first house on Kennelsfort Road. As such no additional vehicles could access any new slip lane. The existing left turn lane normally empties of traffic during each sequence of traffic lights and is considered adequate.

(C) The restriction on the south end (end furthest from Palmerston By-Pass) of the hard standing has been reviewed. A sign with no entry on both sides is provided. It is proposed to remove the sign.

(D) Additional markings will be provided at the crossing to highlight the presence of a pedestrian crossing.
